Local Coordinating Councils (LCCs) were established as forums to coordinate transportation efforts, foster partnerships, and to create and implement locally developed plans and projects. The council membership includes:


  • Government Agencies
  • Non-profit Human Transportation Providers
  • Private Companies
  • Citizen Members
  • Utah Transit Authority (UTA)

The three local councils for the Wasatch Front represent the areas of:


  • Davis/Weber Counties
  • Salt Lake County<
  • Utah County

The LCCs lead the development and updates of Local Coordinated Human Service Transportation Plans. The plans identify, “the transportation needs of individuals with disabilities, older adults, and people with low incomes, provides strategies for meeting those local needs, and prioritizes transportation services for funding implementation.” Individual plans are developed for each county/region that focus on the local mobility needs and strategies to resolve those needs.

Local Coordinated Human Service Transportation Plans

The below Plans meet the Federal Transportation Administration (FTA) coordination requirements outlined in the March 1, 2016, FTA Circular 9070.1G. FTA guidance defines the plan as, “a locally developed, coordinated public transit-human services transportation plan” and that the plan be “developed and approved through a process that included participation by seniors, individuals with disabilities, representatives of public, private, and nonprofit transportation and human services providers and other members of the public.” Also, within the Plans, “Projects may be identified as strategies, activities, and/or specific projects addressing an identified service gap or transportation coordination objective articulated and prioritized within the plan.”

Under the direction of these Federal guidelines, UTA’s Coordinated Mobility Department oversees the development of the Coordinated Human Service Transportation Plans for the three urbanized areas (UZAs): Ogden-Layton, Salt Lake-West Valley, and Orem-Provo. The Plans are the result of the collective effort of the Local Coordinating Councils. The Councils’ aims are to define strategies and identify projects that will meet the mobility gaps of disadvantaged groups within the UZA areas.

The purpose of the Plans is to:


  • Assess available services with identifying current transportation providers.
  • Identify the transportation needs of disadvantaged communities within the county areas.
  • Formulate strategies to address transportation needs.
  • Develop a project-level plan for transportation services.

Planning methodology includes:


  • An extensive Human Service Transportation Provider inventory.
  • Evaluation of current services.
  • Numerous discussion meetings of the Local Coordinating Council.
  • Extensive public outreach through community engagement/surveys.
  • Needs/gaps assessment.
  • Strategy development.
  • Identification/ranking of projects to meet said needs that are in alignment with said strategies.


Comprehensive Specialized Transportation Plan

“The Coordinated Mobility Department of Utah Transit Authority (UTA) has collaborated with human service transportation providers across the Wasatch Front for the past seven years. Several plans have assessed conditions and outlined strategies to address gaps in the network of transportation services. However, there has been no means or support for a comprehensive plan that would solve transportation challenges in their entirety. These transportation challenges are unresolved because of their complexity. While transportation seems like a simple task, developing and managing comprehensive transportation services with the least possible gaps to meet the most needs, with funding from multiple resources requires cooperation between operators, information sharing, trust, communication, policy changes at all levels of government, and funding.”

With this in mind, the Coordinated Mobility Department of UTA requested funding of $250,000 from the Utah State Legislature during their 2019 General Session. The funding was awarded and UTA proceeded to hire a contractor to help with this daunting project. The Comprehensive Plan was completed in the fall of 2020. The process included extensive work by RLS & Associates, Inc., Coordinated Mobility staff, community stakeholder organizations and community stakeholder citizens.

“The Comprehensive Specialized Transportation Plan seeks to assess the existing conditions for coordinated specialized transportation (Phase 1) and develop a comprehensive service delivery scenario as a solution to addressing the identified gaps and barriers (Phase 2). With this plan, UTA and its partners and stakeholders can focus on strategically working in a single, comprehensive direction that will make the most efficient use of existing resources and funding while providing the best possible transportation for the Wasatch Front.”
